Lipinski is one of the uniformed police officers attached to the 96th precinct. He always seems to be called for by the Captain, or mentioned in passing by one of the other cops—and, as such, his existence is well established, even if we never see him.
In Beyond the Law, it is Officer Lipinski whom Daphne decides to invite to the hockey game.
